What is hemisphere emphasis in a birth chart?

A birth chart can be divided into halves along two axes: the horizon (above vs below) and the meridian (east vs west). Counting how many planets fall in each half shows a broad temperamental lean. A top-heavy chart tends toward the outer, public world; a bottom-heavy one toward the private, inner life; an eastern lean toward self-determination; a western lean toward relationship.

Which houses count as above the horizon and which as eastern?

We use the standard convention: houses 7 to 12 sit above the horizon (the visible, southern half) and houses 1 to 6 sit below it. For the east–west axis, houses 10, 11, 12, 1, 2, and 3 form the eastern (rising) side, while houses 4, 5, 6, 7, 8, and 9 form the western (setting) side. We count your planets in each half and report the dominant emphasis on both axes.

Why does hemisphere emphasis need an exact birth time?

The horizon and meridian of your chart are fixed by your Ascendant and Midheaven, which move continuously through the day. Without an accurate birth time the houses shift, so planets can fall on the wrong side of each axis and the emphasis would be unreliable.
